This position is located in the Administrative Division at the Hopi Health Care Center (HHCC). The hospital is a TJC Critical Access Hospital and Patient Centered Medical Home with 24/7 emergency department, 4-bed inpatient unit, and comprehensive primary care outpatient clinic. Specialty services include Dental, Optometry, and Physical Therapy. This position reports to the HHCC Chief Executive Officer (CEO) and receives advice from the Phoenix Area Chief Medical Officer (CMO).

Duties

The incumbent functions as the executive level Physician Administrator (Clinical Director) for the Hospital in Polacca, Arizona on the Hopi Reservation. The purpose of this position is two-fold: 1) to serve as the Clinical Director/Chief of Medical Staff of the Clinical Services Branch; 2) and to provide primary care for the HHCC.

  • Directly supervises physicians, advanced nurse practitioners, medical support assistants, and other clinical services staff, including performance appraisals, department scheduling, approval of leave thru automated system, yearly trainings, certification requirements and completing recruitment for positions and disciplinary actions. Reviews current staffing, policies/procedures, process for medical services and makes recommendations.
  • Works on a daily basis with other supervisors formulating management discussions, decisions and policy making. Shares full accountability in management actions.
  • Handles various levels of routine and special work assignments.
  • Provides direct patient care within the scope of clinical privileges: Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain appropriate information related to each case .Documents patient care procedures thru EHR (Electronic Heath Record) and works closely with allied health professionals.

BASIC REQUIREMENTS, 0602:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, ie, a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (eg, internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
  • A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

MINIMUM QUALIFICATIONS, GS-15:

Completed 5 years of residency training in the specialty of the position to be filled or equivalent experience and training ( ie, work in the specialty area after residency). AND one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Experience with Administration clinical services management, Conflict management, Managing Human Resources for recruitment/placement/retention, and coordinate the day-to-day clinical operations of outpatient, inpatient, and ambulatory care medical services; Management of work schedules for subordinate staff and approval of leave requests along with performance evaluations.

SELECTIVE PLACEMENT FACTOR - Board Certification:

In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position.   • Current Board Certification in the physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA).
